2017年の終わりに-大日本帝国の被害者全てに花を捧げた「白いポピーの催し」の報告 End of 2017: Report of the White Poppies Event in Vancouver

日系カナダ人の月刊誌 『月報 Bulletin 』12月号に掲載された記事を許可を得て転載します(写真は『月報』に掲載されたものと異なり、すべて筆者によるもの)。これが今年最後の投稿となります。下の後記も読んでください。Here is Satoko Oka Norimatsu's report of the White Poppies event in Vancouver on November 11, Remembrance Day, for which my Peace Philosophy Centre dedicated a wreath that remembers all victims of the Empire of Japan.

11月11日「リメンブランス・デイ」(記憶の日)は第一次世界大戦の停戦協定が結ばれた1918年の同日を記念する日だ。毎年11月は政治家やテレビキャスターから一般人まで、軍人の「尊い犠牲」を讃えるシンボルである赤いポピーをつけ「忘れてはいけない Lest We Forget」という言葉が広告や街角にも目立つ時期となる。特に今年は、カナダを含む連合軍とドイツ軍合わせ約50万もの死傷者を出した闘いであったにもかかわらず、戦略的には意味が薄かった(つまり無駄死にを大量に出した)と言われる1917年の「パッシェンデールの闘い」100周年を記念する式典やメディアの特集が目立っていた。
November 11, Remembrance Day in Canada, commemorates the Armistice of 11 November 1918 which ended fighting in WWI. Every November in Canada, a lot of people, from politicians to TV anchors, wear a red poppy pin as a symbol of "precious sacrifices" paid by fallen soldiers and veterans, and the "Lest We Forget" message is everywhere in street corners and in advertisement. Particularly notable this year were ceremonies and special articles to remember the 100th of the Battle of Passchendaele of 1917, which brought about approximately 500,000 casualties on both Allies, including Canada, and on Germany. The deaths were needless, as the battle was said to have little strategic significance.

このような軍人の記憶が中心を占める記念日において異彩を放っていたのが同日、バンクーバーのバラード橋の南側のたもとにある「シーフォース・ピース・パーク」で開催された「平和によって記憶しよう -知られざる戦争被害者を追悼する」集会(「バンクーバー・ピース・ポピーズ」と「BCヒューマニスト協会」共催)であった。これは1926年、まだ第一次世界大戦の記憶が生々しく残る時代に、英国の平和主義者が、11月11日の停戦記念日を、非戦を訴える記念日にしようという意図で白いポピーを身につけることで始まった「ホワイト・ポピーズ」運動の流れを汲むものだ。
What was conspicuous on this day, mostly filled with military-oriented events, was the event called "Let Peace be Their Memorial -- Mourning Less-Recognized Victims of War," organized by Vancouver Peace Poppies and BC Humanist Association, held at Seaforth Peace Park at the Southern foot of Burrard Bridge in Vancouver, BC. This has its origin in the White Poppy movement, which was initiated by British pacifists who started wearing white poppies on November 11, to call for "no more war."

カナダにおける運動も、「軍人だけではなく民間人の戦争被害者も記憶し平和創造に役立てよう」という意図で始まった。これは決して軍人の犠牲を軽んじているわけではないとするが、カナダ軍の退役軍人会「ロイヤル・カナディアン・リジョン」から強い非難を受け、運動としてはあまり広がらないままでいる。今回の集会も、午前中に多い軍人関係の行事と重ならないように気をつかって午後2時半の開始としたという(終わりは4時頃)。
The Canadian movement also started with intention to "remember the fallen, including civilians, and work for peace." This does not intend at all to make light of the sacrifices of military members, but it has not had as much support as it wished to, as it received heavy criticism from the Royal Canadian Legion. The starting time of this ceremony was set at 2:30 P.M., in order not to overlap with the many military-related events that took place in the morning. The ceremony ended at about 4 P.M.

「ピース・ポピーズ」のウェブサイト(www.peacepoppies.ca)では、「退役軍人への尊敬と共感はいつも保ってきたが、赤いポピーを身にまとうことについて、退役軍人を支持するさまざまな催しの底流には現在と将来の戦争に向けての宣伝や新兵募集の意図があることを感じ取れるから、居心地の悪い思いをしてきた」との心情が綴られ、白いポピーを着ける理由は「全ての戦争被害者を記憶し、戦争が原因となる環境破壊を悲しみ、社会変化の手段としての戦争を拒み、対話と、紛争解決の平和的な手段を求め、よりよき将来をつくることへの決意を示す」としている。
The website of Vancouver Peace Poppies says that "I have always had respect and sympathy for veterans, who put their life, health and family on the line to serve. I believe they deserve recognition and support, but for years I was uncomfortable wearing a red poppy, because of the undercurrent of promotion and recruitment for current and future wars that I detect in many public events around the topic of  supporting veterans." It also says that the reason for wearing white poppies is "to commemorate all victims of war; to mourn the environmental devastation it causes; to reject war as a tool for social change; to call for dialog and peaceful conflict resolution; to show your commitment to building a better future."

今回の催しは昨年に続き第二回目。180名ほどが集まった(主催者発表)。バンクーバー市の公園課の後援を受けたこの式典で挨拶した主催者代表のテレサ・ガニエさんは、「戦争の被害者の90%は民間人である」と強調し、「戦争が安全や民主主義をもたらしたことなどない。戦争という手段は単純に言って紛争解決の“目的を達することはない”(It simply doesn’t work)」と主張していたことには同意できる。カナダ政府は今年、今後10年で7割もの軍事予算増加の計画を発表した。カナダの武器輸出の一番の得意先は世界一の戦争大国である米国、二番目はテロリズムを醸成する非民主国家のサウジアラビアである。この式典は過去の戦争被害者の記憶だけではなく、NATOの一員として世界の軍事的脅威に加担する現在のカナダに対する強い批判を含むと感じた。
This was the second annual event, following last year, sponsored by the Vancouver Park Board. It drew 180 people (according to the organizer). "90% of war victims are civilians," Teresa Gagné stressed, speaking on behalf of the organizer. "War has never brought security of democracy (photo above). It simply doesn't work." Earlier this year, the Canadian government announced its plan to increase the defense spending by 70% over the next 10 years. The No. 1 customer for Canadian arms export is the warring superpower the United States, and the No. 2 is Saudi Arabia, a non-democratic country that fosters terrorism. I understood that this ceremony implied a strong criticism against the present Canada, which takes part in the the military threat to the world as a member of NATO, not just remembrance of victims of past wars.

他にも、「イマジン」などの平和をテーマとした音楽の演奏やスピーチが続いた後で、この集会のハイライトである「平和のリース wreathの献花」が行われた。まずは「世界のリース」ということで、戦争被害者で見えにくい存在としての難民、女性、救援に携わる人たち、子ども、良心的兵役拒否者、戦争のPTSD(心的外傷後ストレス障害)を患う民間人および軍人への献花があった。少年兵を記憶する花輪は実際にシエラレオネ内戦の元少年兵が、戦争で死亡したり負傷したり親を失った子どもたちには地元の小学生が花輪を捧げた。

After a series of speeches and peace-themed music performances including "Imagine," the highlight of this gathering was the laying of peace wreaths. First of all, wreaths from the world were given to "overlooked victims of war" -- refugees, women, people engaged in aid work, children, conscientious objectors, and civilians and military members who suffer PTSD. A wreath for child soldiers was dedicated by a former child soldier of the civil war in Sierra Leone. Local school students dedicated one for children who were killed, injured, and orphaned by war.

次に地元のグループによる先住民、パレスチナ、イエメン、シリアの戦争被害者、今年80周年を迎える南京大虐殺の被害者などへの献花があった。日系人としては、バンクーバー9条の会を代表し、8歳のときに広島で被爆したランメル幸さんが「1945年米国が広島に8月6日、長崎に8月9日投下した原子爆弾による何十万もの被害者―日本人、朝鮮人、その他の国の市民や連合国の捕虜-に捧げる」との文言とともに献花した。私は、自分が主宰するピース・フィロソフィー・センターとして、1868年から1945年まで続いた大日本帝国の植民地支配と侵略戦争がもたらした、アジア太平洋全域(日本を含む)の全ての被害者に花輪を捧げた。日本出身者としては、戦争被害者を記憶する催しで、「広島・長崎の原爆」の記憶だけを代表するのではおかしいと思ったこともある。
Next, local groups dedicated wreaths to remember indigenous, Palestinian, Yemeni, and Syrian war victims, and victims of the Nanjinc Massacre, as it commemorated the 80th year. As for Japanese Canadians, Rummel Sachi (above photo), dedicated a wreath on behalf of Vancouver Save Article 9, with wording:

This wreath is dedicated to the hundreds of thousands of victims of the United States' atomic bombing of Hiroshima on August 6, and Nagasaki on August 9, 1945: Japanese, Koreans, citizens of other nations and POWs of Allied nations.                             -- Vancouver Save Article 9.  
I represented my own organization Peace Philosophy Centre and gave a wreath with wording:
This wreath is dedicated to the millions and millions of civilian victims of the colonial rule, aggressive wars, oppression, and exploitation by the Empire of Japan throughout its duration from 1868 to 1945. These atrocities include killings -- large and small --, rape, looting, sexual slavery, forced labour, conscription, forced suicides, displacement, forced assimilation, discrimination, impoverishment, medical experimentation, vivisection, unlawful arrests, imprisonment, torture, execution, and other violence, abuses and deprivation of human rights. The victims include people of Ainu, Ryukyus, Korean Peninsula, China, Taiwan, Sakhalin, Kurils, Hong Kong, the Philippines, Malaysia, Singapore, Indochina, Thailand, Burma, India, Indonesia, Timor, New Guinea, Guam, Northern Mariana Islands, Marshall Islands, other Pacific islands, and Japan. This wreath also remembers POWs who were abused and killed, and all resistance fighters against the Empire of Japan, including war resisters within Japan.

会場には日系人・日本からの移民は15人程度来ていたと思う。今回、主催者からは日系カナダ人強制収容被害者に献花する人はいないかと促されたが、手配することができなかった。来年以降の課題としたいと思う。
I think there were approximately 10 to 15 people with Japanese ancestry at the event. We (Vancouver Save Article 9) were asked by the organizer whether anybody could arrange a wreath for Japanese Canadians who were incarcerated during WWII, but were unable to make any arrangement. It is something to consider for next year.

2017年度は、これで最後の投稿となります。最後にこの記事を紹介したのは、この催しに参加した問題意識こそ来年以降の自分の活動を下支えするものになるからです。日本人として、大日本帝国70年余の植民地支配と侵略戦争とそれがもたらしたものについて学び、伝えていくことこそが、戦争や戦争準備をさせず、命と環境を大事にする世界をつくることに貢献する道と信じるからです。いま、歴史を否定し被害者を傷つける者たちが日本に蔓延し、国外にまで出てきて、日本軍「慰安婦」という性奴隷制度に「強制がなかった」とか、「南京大虐殺がなかった」とか、日本国外では到底通用し得ない、加害国としてはあまりにも恥ずかしい歴史観を流布しようとしています。このような歴史否定の動きは、日本がアジアで孤立し、軍拡を強め、米国と結託した戦争への道を突き進む動きと直結しているのです。このような動きに、歴史を知らない多くの日本人が影響されてしまっている事態を憂慮し、同じような問題意識を持つ日本内外の人たちと連携し、日本がアジアの、世界の、信頼される一員となれるよう、日本人の責任として努力していきたいと思っています。最後に、今年亡くなられた、私にとってかけがえのない恩師といえる方だった、高實康稔さん大田昌秀さんに心からの感謝の気持ちを表したいと思います。来年もよろしくお願いします。

多文化主義国家カナダの教育から学ぶ:原京子 Learning from Canada's Multiculturalism: Kyoko HARA

月刊 イオ』は、在日コリアンの「1、2世同胞の祖国、民族を想う心を受け継ぐとともに、在日コリアン同胞社会をネットワークしたいという気持ちを込めて1996年に創刊され」た雑誌です。

その『イオ』の10月号に掲載された、バンクーバー9条の会の一員である原京子さんの文を、許可を得て転載します。この記事は、朝鮮学校が高校無償化の対象外とされている差別に対する訴訟が続く中、「民族教育権」についての特集が組まれた一環としてカナダでの体験を原さんが寄稿したものです。


原さんはこの記事で、カナダの「多文化主義」の中で暮らし学校に行く子どもたちのことを綴り、日系の子が弁当にもってきた海苔をからかった子どもが停学処分を受けるといった、レイシズムを防止する教育の徹底ぶりも紹介しています。

カナダの日系人、日本人は全人口の1%ぐらい、カナダにいる多数の民族の一つです。日本に暮らす圧倒的多数派の日本人は、自分たちを「民族」と認識することは日常的にないかもしれませんが、民族教育といえば、日本人こそ民族教育を世界で行ってきています。日本人学校、補習授業校、日本語学校といわれるような学校のことです。文科省が関与していたりプライべートなものだったり、フルタイムの学校だったり週末だけの学校だったりいろいろ形態は違いますが多くは日本のカリキュラムを使用し、日本の教科書を使って勉強して、運動会や文化祭、季節の行事など日本の民族的風習を実践しているわけです。私の住むバンクーバーにも補習授業校がありますが、州の公立学校の一角を借りて運営しています。賃貸料を支払っていると察しますが、カナダの公的資産からも恩恵を受けて日本の民族教育が成り立っているわけです。他の民族教育をやっている少数派民族と同様、その権利は保障され、迫害を受けたり襲撃を受けたりカナダの公的施設を使わすなといった運動が起こったりすることは聞いたことがありません。

もちろん日本における朝鮮学校はカナダや他国における日本人学校や日本語学校とは歴史的背景が全く異なります。世界中にいる日本人や日系人はもともと自分たちの選択でそこに来た人や企業の関係者であることが多いでしょうが、日本にいるコリアンの人たちの多くはかつて、日本による朝鮮半島の植民地支配の歴史の中で生活や仕事のために日本に来たり日本に強制連行で連れてこられたりした背景があるわけです。だから現在の日本においては朝鮮学校は他の民族教育にも増して尊重し、手厚く扱う必要があるのではないかと私は思いますが、実際に日本政府や日本社会が行っているのは、他の民族教育にも増して差別や迫害をしてきているという有様です。日本は朝鮮に対する植民地主義を乗り越えておらず今も続いているということです。本当に恥ずかしいことと思います。

原さんがここでいうようにカナダも完璧とは言えないですが、カナダの多文化教育や、差別をなくす教育の試みが、日本の現在に示唆するものは大きいのではないかと思います。

『正義への責任 世界から沖縄へ③』が出ました Responsibility for Justice - From the World to Okinawa Vol. 3

琉球新報で2014年10月から今年10月まで3年にわたり連載した海外寄稿シリーズ『正義への責任 世界から沖縄へ』をまとめた③巻(完結編)が12月1日発刊されました。
